Solution

Refer to your request,we have checked seems your server is using the new apache and it disable the function for security reason as attach 

Note that enabling mod_userdir will break PCI compliance, so you best not be storing credit card info on the server.Besides this allows for bandwidth stealing so we recommend you to set the domain and pointing to view the folder.

If you still want to use the function,you may proceed to recompile your server and disable the item as guided on the attachment.
